BeScaled ecosystem consists of work leading project team, start-up supportive external experts and companies and number of start-ups who are eager to scale up their business to defence, security or resilience fields.
Collaborative learning and coaching are at the heart of building new opportunities in the dual-use sector. We aim a more resilient and competitive Baltic DS ecosystem, with enhanced capacity to address regional security and crisis resilience challenges.
The ecosystem strengthens Finnish and Estonian startups’ access to the international security, defence and security of supply markets through mentoring, piloting and networking.
Project team
HAMK
HAMK will act as the lead partner. As a multidisciplinary workplace-orientated higher education institution HAMK has extensive experience in RDI project management together with industry stakeholders. HAMK has four research units, namely HAMK Edu, HAMK Smart, HAMK Tech, and HAMK Bio, and four educational units that provide degrees in e.g., entrepreneurship and business, engineering, and design.
XAMK
Xamk’s research, development, and innovation activities are divided into four focus areas 1) Forest, the Environment, and Energy, 2) Sustainable Well-being, 3) Digital Economy, and 4) Logistics and Seafaring. The work in these focus areas aims to create ecosystems that generate innovations, combining research, education, and business activities. Xamk has a decisive role in regional development as all activities strive to generate quality and effectiveness in the regions of operation.
Tartu Science Park
Tartu Science Park (TTP) has been leading science and technology-intensive businesses to grow for over 30 years, supporting startup and scale-up companies with the help of different accelerators, workshops, incubation programmes, and mentorship. TTP offers laboratory and manufacturing spaces for startups and scale-ups and systematically builds a community of entrepreneurs, scientists, researchers, investors, policymakers, and other stakeholders.
Tallinn University

BeScaled is constantly expanding its network of external experts and companies. Companies in the field that want to offer their expertise, mentoring, test platforms or technology cooperation to startups – or that are interested in piloting future innovations and investment opportunities – can apply to become an ecosystem partner.

As an ecosystem partner, DA-Group brings to BeScaled ecosystem cutting-edge expertise in defence and space technology to the program, as well as possible piloting and investment paths for future innovations.
SATA -SäRes Analysing and Testing Area
SATA – SäRes Analysing and Testing Area – SäRes-Center is operated by Valavia Oy. It’s a real-world development and validation field providing companies easier and faster access to test their technologies in an authentic environment. The sooner products move from the drawing board to the field, the faster innovation reaches the end-user.
Together, BeScaled and SATA R&D area act as a powerful catalyst for ambitious startups with the potential to scale into the Defence & Security sector.

Start-ups in pre-accelerator program
BeScaled’s goal is to support 40 companies and scale 25 of them into growth companies by 2028.
AppQuard
The programme offers a good opportunity to get to know the dual-use and defence markets and to discuss with operators and experts in the field. Especially for companies that are considering applying existing technology to new applications, the program provides a useful network and new perspectives.
For us, the most valuable contribution of the programme has been the discussions and perspectives from people who have genuine experience of security, defence and resilience environments and their practical needs.

The program offers a great opportunity to learn about the sector’s needs, build connections with relevant stakeholders, and assess where our company’s solutions can genuinely benefit society.
We would recommend the BeScaled program to companies that want to better understand the opportunities and requirements of the defence, security, and resilience sectors.
